Context: The Satellite Newspaper and other local outlets reported that the Anti-Corruption Commission (ACC) has exonerated the Managing Director (MD) of the Sierra Leone Commercial Bank following a lengthy investigation into allegations of procurement fraud involving over one million US dollars (USD 1,000,000) for a vehicle and other operational vehicles.


Evidence: A report titled "A Report on the Investigation for the Supply of Vehicle for the Managing Director" in Sierra Checks' possession indicates that the procurement process was flawed and recommends administrative action against the MD and Head of Procurement.

According to the findings, the ACC's mandate under section 7 (1) of the Anti-Corruption Act, No 12 of 2008, as amended in 2019, includes taking necessary steps to prevent, eradicate, or suppress corruption. The ACC recommends:


  1. Administrative action against the MD and the Head of Procurement to prevent similar conduct in the future.

  2. Engagement between the ACC's Prevention Department and the Sierra Leone Commercial Bank to improve their procurement systems and processes.


An inside source confirmed, "There was no tender process for the Managing Director's official vehicle, which compromised the competitiveness and transparency of the procurement."
