Fact Check: No Funds Disbursed Yet for Sierra Leone's MCC Compact

Updated: Apr 21

Claim: Breaking News: The MCC has commenced the disbursement process of Sierra Leone's Compact.

Verdict: MISLEADING

Context: Sierra Leone's eligibility for developing a compact with the Millennium Challenge Corporation (MCC) dates back to December 2020, owing to its consistent compliance with the MCC scorecard and a robust partnership with the corporation.

However, concerns arose following the June 2023 elections, prompting the MCC to alter its timeline for approving the compact. Instead, they prioritized engaging with the Government of Sierra Leone to address electoral concerns inclusively.

In December 2023, the MCC Board reaffirmed Sierra Leone's eligibility for compact development, noting progress in advancing the national dialogue and implementing the Agreement for National Unity (ANU).

Evidence: An official communication from the MCC to the US Congress, termed the Congressional Notification, underscores the corporation's intent to negotiate a Millennium Challenge Compact with Sierra Leone.

The proposed Sierra Leone Power Compact aims to enhance the nation's electricity infrastructure, fostering economic growth and integration into the West African Power Pool. The budget for the compact is anticipated to reach up to $480.7 million.

Conclusion: Contrary to the claim, the MCC has not initiated the disbursement process for Sierra Leone's Compact. While negotiations have advanced, no funds have been disbursed. The Congressional Notification signifies the outset of negotiations, with several steps remaining before the compact is awarded.
